After giving away the existing port of Vlora for 1 euro to the Brunes and Gerond Çela company, to build a resort and yacht port there, in August 2021, the Albanian government announced the tender to grant a concession for the construction of the new commercial port of Vlora. The area designated for the construction of the new cargo and passenger port was Triporti, where the fishing port was located.
According to the project, the selected concession scheme was that of building the port with private money and then the government would repay it in installments over several years. The tender was held on September 17, 2021.
Three bids were submitted in the competition. The Ministry of Infrastructure and Energy announced the winning bid of a consortium of five companies. They were Agbes Construction with 33 percent, Besta with 30 percent, Arconstudio with 25 percent, Ite Group with 8 percent and Premium Construction & Maintenance with 5 percent.
According to the offer, this consortium of companies would build the new commercial port of Vlora with their own money and in return the government would pay them 59 million euros in installments over 7 years, immediately after construction was completed.

The concession contract between the Ministry of Infrastructure and the consortium of winning companies was signed on April 29, 2022, and according to its annexes, the companies had to build the port within a period of 36 months or 3 years.
The 60 million euro concession was sold for 100 thousand euros
A month after the signing of the concession contract, the 5 companies declared winners created the special purpose vehicle (SPV), which would be the concessionaire for the construction of the new Vlora Commercial Port. Vlora Harbor Construction and Maintenance was established as a special purpose vehicle in May 2022 with the 5 companies that were declared winners as owners. But as soon as the special purpose vehicle was established, the shenanigans began.
Four months after the establishment of the concession company, the change of owners of the concession began. On September 28, 2022, the company Agbes Construction, which was also the largest shareholder of the 60 million euro concession with 33 percent, sold its shares for 100 thousand euros. The buyer was the company Premium Construction & Maintenance.

A little over a month later, another shareholder leaves. Arconstudio sold 25 percent of the shares it owned in the concession of the new Vlora Commercial Port for 2,500 euros. The buyer was again Premium Construction & Maintenance.

A week later, the third major shareholder also left. On November 23, 2022, Besta sold 30 percent of its shares to the Port concession for 3 thousand euros. The buyer was Premium Construction & Maintenance, which with three consecutive purchases became the owner of 92 percent of the shares of the 60 million euro concession for a total purchase price of 105 thousand 500 euros.
Consequently, the owners of the concession now remained Premium Construction & Maintenance with 92 percent and ITE Group with 8 percent.
The pensioner becomes the owner
Of the five companies that were announced as joint-venture winners in the Port concession, Premium Construction & Maintenance was the one that did not meet any of the conditions to win, even a small public contract, let alone a 60 million euro concession.
Founded just two months before the concession tender, precisely in June 2021, Premium Construction & Maintenance had a capital of 10 thousand lek and its shares were owned by Hektor Agalliu, a pensioner born in Tërpan, Berat and residing in Dimal.

According to documents consulted by Kapitali, in recent years Mr. Agalliu has worked as a warehouseman at the Salillari company. Suddenly he found himself the owner of a 60 million euro concession.
The port is left to the roads.
Selling the quotas of a concession just a few months after the tender is practically a corrupt dismantling of the entire competitive procedure. When the government announces a tender for the construction of a work, part of the tender documents are a series of criteria that must be met by the winning companies.
But when the winner changes after the tender, especially for ridiculous prices, then the criteria have fallen and with it the tender. It is not known whether the Ministry of Infrastructure has approved the dubious sales of shares and the removal of the winning companies from the concession. But what is known is that Mr. Agalliu did not meet any criteria to win the tender and did not have any money to build the Port.
Despite the huge pension increases trumpeted by the Prime Minister, Albania has not yet reached the stage where pensioners are financing concessions worth millions of euros. Perhaps it will achieve this with the Albania 2030 vision, but this remains to be seen.
As soon as it took ownership of the concession, the company Premium Construction & Maintenance mortgaged its quotas and, along with them, the concession to Tirana Bank, to obtain a loan of 7 million euros.
However, even though it was supposed to be completed within three years, the new commercial port of Vlora is still on paper, while the existing port is being scaled down day by day to build the towers of Gerond Meçes and Vlora Marina.

This is materializing a new danger, which was previously warned in both Vlora and Durrës. Leaving the two largest port cities of the country without a port. Because of the sheikhs and pensioners' tricks that the government is doing./kapital.al
