Summit in Tirana/ The axes that will be blocked, here are the restrictions from

The State Police has taken a series of measures regarding the progress of the European Political Community Summit to be held in Albania on May 16.

After successfully managing and ensuring public order in two very important events, such as the elections for the Albanian Parliament and the first three stages of the "Giro d'Italia 2025", guaranteeing the security of this Summit is the next challenge of the State Police. All necessary measures have been taken to successfully welcome, accompany, secure and escort our European friends.

Given the large number of high-level delegations, the State Police has planned and will implement the following measures:

I. SUMMIT AREA LOCKDOWN

From 06:00 - 18:00 on 16.05.2025, the entire perimeter of the square where the activity will take place will be inaccessible to pedestrians and vehicles, a perimeter that includes the following roads:

From the intersection with “Jean d'Arc” Boulevard to the intersection with “Myslym Shyri” Street, the segment of “Myslym Shyri” Street from the intersection with “Ibrahim Rrugova” Street to the intersection with “Dëshmorët e Kombi” Boulevard, “Ibrahim Rrugova” Street from the intersection with “Myslym Shyri” Street to the intersection with Kavaja Street, “Ded Gjo Luli” Street, “Urani Pano” Street, continuing along Barricade Street to the intersection with “George W. Bush” Street and “Zogu i I” Boulevard to the “former Circus” tunnel.

Starting from this limiting perimeter of the area:

-The “Zogu i Parë” Boulevard in the direction of “Skënderbej” Square will be diverted to the Ministry of Justice;

-Durres Road will be diverted to the Ministry of Education and Sports;

-Kavaja Street will be diverted to the "Tymi" traffic light;

-“Myslym Shyri” street will be diverted to the “Sami Frashëri” street junction;

-Dibra Road to "Selvia" and "Hoxha Tahsim" Road will be diverted to the intersection of "Tefta Tashko" Road.

II. ROAD BLOCKAGES

Complete road blockages:

For security purposes in the passage of delegations coming from the "Mother Teresa" airport (and other border crossing points PKK Hani i Hotit and PKK Morinë) towards Tirana:

- On 14.05.2025, from 22:00 - 23:00 , there will be a complete blockage of vehicle movement on the road axis "Mother Teresa Airport" Rinas - Entrance to the new "Thumanë-Kashar" highway, "Tirana-Durrës" highway - Kashar overpass - Intersection at the former "Shqiponja" Square - New Astir side ring road - Intersection at "Pallati me shigjeta" - Old Sauk roundabout - Elbasani Street - "Plaza" Hotel (direction of arrival from the airport to the city of Tirana).

- On 15.05.2025, from 08:00 to 24:00 , there will be a complete blockage of vehicle movement in the time interval of the movement of delegations on the road axis: ""Mother Teresa"" Rinas Airport - Entrance to the new "Thumanë-Kashar" highway - "Durrës-Tirana" highway - Kashar bypass - Intersection at the former "Shqiponja" square - New Ring Road, Astir side - Intersection at "Pallati me shigjeta" - Old Sauk roundabout - Elbasani Street - "Plaza" Hotel - "George W. Bush" Street - "28 Nëntori" Street - Dibra Street - "Urani Pano" Street - "Skënderbej" Square (venue of the activity)."

- On 16.05.2025, from 06:30 – 11:30, there will be a complete blockage of vehicle movement on the road axis: “Mother Teresa Airport Rinas-entrance to the new “Thumanë – Kashar” highway, “Durrës-Tiranë-Durrës” highway - Kashar overpass - Intersection at the former “Shqiponja” square - New Ring Road, Astir side - Intersection at “Pallati me shigjeta” - Old Sauk roundabout) - Elbasan Street - “Plaza” Hotel - “George W. Bush” Street - “28 Nëntori” Street - Dibrës Street - “Urani Pano” Street - “Skënderbej” Square (venue of the activity).”

- On 16.05.2025 from 13:00-18:00 , there will be a complete blockage of vehicle movement on the road axis: "Skënderbej Square - George W. Bush Street" - Elbasan Street - Old Sauk Roundabout - New Ring Road, Astir side - "Tirana-Durrës" Highway - New "Thumanë-Kashar" Highway - "Mother Teresa" Rinas Airport."

Clarification: The crossings will be blocked on both sides, at the moment of the delegations' passage.

Given these blockages at these times, citizens and drivers are asked to follow the instructions of the Police and use the alternative routes that will be suggested:

- The following axes will be accessible to Rinas:

-Secondary roads of the “Tirana-Qafë Kashar – Rinas” highway;

-Northern Ring Road, branch of “Paskuqan – Institut – Kamëz – Domje – Laknas – Rinas:;

-The following connecting roads will be accessible for the Astir area:

- Underpass of the “Palace of Arrows”;

-Overpass of “Teodor Keko” street - Overpass of “Shqiponja” square - connecting branches to secondary roads.

-For the "Student" area of ??the city, "Qamil Guranjaku" Street, the block of German villas will have access to the exits on alternative roads with "Bajram Curri" Boulevard, in the direction of Bryl.

- For entry and exit to the "Shefqet Ndroqi" hospital, in the Sanatorium district, there will be occasional diversions according to delegation schedules and they may have access to "Pasho Hysa" street, in the direction of "Ali Demi" street.

PARKING BLOCKAGES

Parking and standing of vehicles will be prohibited on certain streets in the capital for a temporary period. This measure will be valid throughout the day of the summit.

Vehicles that violate this order will be towed away and appropriate administrative measures will be taken against the drivers.

On 15.05.2025 - 16.05.2025, the following public/private parking lots will be inaccessible:

In Rinas, 2 parking lots at the VIP area and 2 private parking lots opposite the VIP area.

In Tirana, underground parking lots at "Skenderbej" Square, Hotel "Plaza", Hotel "Tirana", Building "Torre Drini", Shopping Center "Toptani", Tower "Green Tower".

Given the restrictions, we advise avoiding travel by personal vehicle to Mother Teresa Airport.

PARTIAL RESTRICTIONS

There will be traffic restrictions in the areas surrounding the summit venues. On 15.05.2025-16.05.2025, there will be temporary restrictions on vehicle movement on the following road axes:

1. Hotel “MAK Albania” - Stadium “Air Albania” - Street “Dervish Hima” - Street of Elbasani - Street “George W. Bush” - Street “28 Nëntori” - Street of Dibra - Street “Urani Pano” – activity;

2. Hotel “Marriot” - “Dervish Hima” Street - Elbasani Street - “George W. Bush” Street - “28 Nëntori” Street - Dibra Street - “Urani Pano” Street - activity;

3. Hotel “Rogner” - “Dëshmorët e Kombit” Boulevard - “Gjergj Filipi” Street - “Dervish Hima” Street, - “George W. Bush” Street - “28 Nëntori” Street - Dibra Street - “Urani Pano” Street - activity;

4. Hotel “Plaza” - “George W. Bush” Street - “28 Nëntori” Street - Dibrës Street - “Urani Pano” Street - activity, Hotel Tirana Internacional in activity;

5. Hotel “Xheko Imperial” - “Ibrahim Rugova” Street, “Lek Dukagjini” Street - “Dervish Hima” Street, Elbasan Street - “George W. Bush” Street - “28 Nëntori” Street - Dibra Street - “Urani Pano” Street - activity;

6. Hotel “Radisson” - “Hamdi Garunja” Street - “Ullishtes” Street - Dry Lake Street - Big Ring Road - Sauk - Elbasan Street - “George W. Bush” Street - “28 Nëntori” Street - Dibra Street - “Uran Pano” Street - “Skënderbej” Square (venue of the activity);

7. Hotel “Hilton” – Boulevard “Gjergj Fishta”-Kavaja Street-Unaza e Madhe-Sauk-Elbasani Street-“George W. Bush” Street-“28 Nëntori” Street-Dibra Street-“Urani Pano” Street-activity;

8. Hotel “Ark Boutique” - “Ibrahim Rugova” Street - “Abdyl Frashëri” Street - “Gjergj Filipi” Street - “Dervish Hima” Street, Elbasani Street - “George W. Bush” Street - “28 Nëntori” Street - Dibra Street - “Uran Pano” Street - “Skënderbej” Square (venue of the activity);

9. Hotel “Diplomat 1” - “Sulejman Delvina” Street - “Abdyl Frashëri” Street - “Gjergj Filipi” Street - “Dervish Hima” Street, Elbasani Street - “George W. Bush” Street - “28 Nëntori” Street - Dibra Street - “Uran Pano” Street - “Skënderbej” Square (venue of the activity);

10. Hotel “Holiday In”, Rinas - Overpass at Qafë Kashar - Tirana-Durrës Highway - Overpass of Kashar - intersection at the former “Shqiponja” square - New Ring Road, Astir side - intersection at “Palace with arrows” - roundabout of the old Sauk - Elbasan Road - Hotel “Plaza” (direction of arrival from the airport to the city of Tirana);

(The above restrictions will be in place on 15.05.2025, according to the movement schedules, and on 16.05.2025, from 08:00 to 11:00).

11. On 15.05.2025, from 19:00 – 24:00, there will be partial restrictions on the axis: “Elbasan Road – Sauk District – Highway – “TEG” Roundabout – State Reserves.”

STOPPING, RESTING AND STAYING

On 15.05.205 and 16.05.2025, during the hours of 06:00-20:00, parking and resting of vehicles is prohibited, from the "Ekonomiku" district - Elbasani Street - "George W. Bush" Street and the entire perimeter that has been diverted.
