This Monday, at the meeting of the Socialist Party Parliamentary Group, the report on SPAK's request for former Deputy Prime Minister Belinda Balluku was made public.

The deputy and chairman of the Laws Committee, Ulsi Manja, was assigned to draft the report. In his speech, he shared in detail the mainly legal reasoning on the issue, as he emphasized that a separation of politics from justice is necessary.

Manja said that Balluku has respected the security measure imposed on her and that SPAK's request is related to an act requested from the Assembly that only constitutes an aggravation of the measure.

"In the end, we reached this report in agreement with each other. Today, a new legal and institutional reality has occurred. Belinda no longer has her functions as a result of the changes in government. Consequently, the measure of suspension from office no longer produces any real effect. But the way SPAK has drafted the charges remains deeply hypothetical, as it is related to the executive functions that the MP in question no longer exercises. This issue of justice has turned into an overloaded debate in front of the public. We have seen attempts to turn it into a public and media trial that contradicts the presumption of innocence. Let's separate politics from justice, noise from fact, and the process is governed by the law. SPAK's request, in the case of the MP from Balluiku, differs from other requests, as it is not the first time. The Parliament is asked to replace the security measure that is currently in force, such as that of leaving the country, with a more severe security measure, for which it has been investigating since August. 2024. Your case is excluded in the request, as it is proven that you have respected the security measure for leaving the country. Now all that remains is the aggravation of the security measure, based on the request of the Special Prosecution. The Assembly does not have the function of judging guilt, but sets a filter that in our judgment cannot be formal. The first report was made by Lulzim Basha. The time when the reports were made coincides with a pre-election period. But in our analysis we have not stopped at this point, as we respect the position of the defense party", - said Manja. /CNA
