SPAK's investigation file on Berberi is clarified/How he benefited from

Journalist Klodiana Lala in her show "Në Shënjestre" disclosed the investigation file of SPAK for the former head of the ARRSH, Evis Berberi.

According to SPAK's investigation file, Berberi, in the role of head of the Albanian Road Authority, and earlier in that of the Director of Energy Efficiency; his friend the businessman Valter Begaj and Ervis Lami, administrator of the company 'Daam' sh.pk, as well as an employee of the company 'Net Group', have cooperated with each other in order to benefit from illegal income.

In the file it is stated that Evis Berberi, being in such leadership positions, received from the company 'Net Group', which is the beneficiary of public procurements during the time he was in charge of the contracting authority, irregular monetary benefits obtained in a way indirectly, through the company "DAAM' sh.pk, controlled by him.

"The receipt of these benefits was realized after winning the procurement procedures by the company 'Net Group' sh.pk, owned by the citizen under investigation Valter Begaj, public procurements developed with the holder of the contracting authority, the citizen Evis Berberi. A citizen to whom the monetary values ??have subsequently passed through transactions in the direction of the company indirectly owned by him, known as 'DAAM' sh.pk", the file states.

In the investigation file, it appears that the former head of ARRSH continued to maintain this clientelistic relationship with the company that he had founded himself and had sold apparently simply to remove the suspicion of a conflict of interest with the task, even while was a leader in the Albanian Road Authority.

"The investigation has shown that during the time when the citizen Evis Berberi was under the capacity of the holder of the contracting authority, the Agency for Energy Efficiency, conducted three procurement procedures in the total value of 137,400,000 ALL without VAT, with the winning operator being the company of the citizen Valter Begaj, 'Net Group' sh.pk And during the time when the citizen Evis Berberi was under the capacity of the contracting authority, the Albanian Road Authority, three procurement procedures were developed in the total value of 101 811 343 ALL, excluding VAT, with the winner being the union of operators with the participating company of the citizen Valter Begaj 'Net Group' sh.pk,. Also, the investigation has shown that the company 'Daam' sh.pk, indirectly owned by the citizen Evis Berberi, has benefited from income through transactions from the company of the citizen Valter Begaj 'Net Group' sh.pk, in the amount of 223,480,476 ALL, with tvsh", it says in the file./ CNA
