The SPAK report for 2023 shows details about paid murders in Albania.

SPAK has come to the conclusion that explosives are provided in Kosovo, while firearms are bought on the black market, in Fushë-Kruje, Durrës, Elbasan.

Another feature that stands out in relation to the increase in sophistication of Albanian criminal groups is the creation of groups specialized in murders or other criminal acts commissioned by third parties. These criminal groups are focused on some typical criminal offenses such as murder or wounding for pay, violence, destruction of property, robbery with violence, etc. Their organization is based on society and mainly the members of these groups have a criminal past. Due to the high secrecy of paid murders and the need for actions, which require multiple immediate solutions, these groups do not have a clear hierarchical structure, as they are groups that operate in narrow circles, with 4-7 members, where one or two of them can be considered key persons. The latter receive orders and plan the execution of criminal acts. Then the tasks are divided and the actions are carried out. These groups are poly-criminal and in addition to receiving orders for murder, they also carry out other criminal activities on behalf of their criminal group. Among the most preferred criminal activities after murders are thefts and violent robberies of valuables (precious metals), as well as robberies of currency exchange offices. The means of crime are provided in criminal markets, e.g. explosives are provided in Kosovo, stolen cars or motorbikes, which turn out to be such in different cities of the country, and firearms are bought on the black market (eg in Fushë-Krujë, Durrës, Elbasan, etc.). Communications between members of the group regarding criminal acts are conducted through encrypted platforms such as SKY/ECC and Encrochat./ CNA
