Vucic: The formation of the Association is of "priority importance"

After a meeting in Belgrade, the American ambassador to Serbia, Christopher Hill, and the Serbian president, Aleksandar Vucic, agreed that the urgent formation of the Association of municipalities with a Serbian majority in Kosovo is of priority importance, the Presidency of Serbia said.

Vucic wrote on his Instagram profile on March 3 that he informed Ambassador Hill about the last round of talks between Belgrade and Pristina, which was held on February 27 in Brussels.

In addition to the formation of the Association, the Serbian president said that "a lot of effort, work and discussions are needed to solve the accumulated problems in the daily life of citizens in Kosovo".

Në takimin e së hënës, Vuçiç dhe kryeministri i Kosovës, Albin Kurti, u pajtuan që për Propozimin Evropian - Marrëveshjen drejt normalizimit mes Kosovës dhe Serbisë. Por, palët nuk e nënshkruan këtë dokument, për të cilin një zyrtar i BE-së tha dje se duhet të nënshkruhet bashkë me aneksin ose planin e zbatimit.

Në nenin 10 të Marrëveshjes drejt normalizimit thuhet se “palët konfirmojnë detyrimin e tyre për t’i zbatuar të gjitha marrëveshjet e mëparshme në dialog, të cilat mbeten të vlefshme dhe detyruese”.

Në praktikë, kjo do të thotë se duhet të formohet edhe Asociacioni i komunave me shumicë serbe.

The US envoy for the Western Balkans, Gabriel Escobar, said in a virtual conference with journalists, on February 28, that the Association should be formed and that it should represent "a level of self-management, which will not interfere with the constitutional order of Kosovo, in the legal structure nor the functionality of Kosovo".

The main problem for the formation of the Association is related to its powers.

In December 2015, the Constitutional Court of Kosovo found that the principles for the formation of the Association are not in accordance with 23 articles of the Constitution, which mainly deal with equality before the law, fundamental rights and freedoms and the rights of minority communities and their members.

Kurti, referring to this decision of the Constitutional Court, has repeatedly repeated that there cannot be a single-ethnic association in Kosovo./REL
