EU proposes new restrictions on children's use of social networks

A panel of experts advising the European Union on protecting children online has recommended that children under the age of 13 should only access social media under parental supervision or in school settings, the report was presented today in Brussels.

European Commission President Ursula von der Leyen announced that after the summer the Commission will present legal proposals to regulate the use of social networks by children.

The panel, made up of doctors, academics, youth representatives and parents, recommends that infants and young children should not be exposed to screens at all.

For children aged 3 to 12, it is suggested that they use age-appropriate devices and social networks only under supervision, while adolescents aged 13 to 18 should have gradually more independent use of digital platforms that offer strong security measures.

Speaking during the presentation of the report, Ursula von der Leyen emphasized that children need more time in the real world to play, make friends and develop their personality, without being influenced by social media algorithms.

"This is not about the question of whether children can access social networks, but about whether and when social networks should have access to our children ," she said.

The European Commission is considering the possibility of imposing new restrictions at the EU level, taking as an example the model of Australia, which at the end of 2025 became the first country to impose a minimum age limit for the use of social networks.

Although major online platforms are already required to implement child protection measures under the Digital Services Act (DSA), experts believe that enforcement of these rules needs to be stronger.

Last week, the European Commission found that Meta, the company that owns Facebook, Instagram and WhatsApp, violated DSA rules due to the design that encourages addiction to its platforms, causing harmful consequences even for minor users. /CNA
