DP's denunciation/ "Eco Recycling" runs the monopoly of MH

The Democratic Party has denounced that the company Eco Riciklim runs a monopoly on tender procedures for the disposal of hospital waste procured by the Ministry of Health and subordinate institutions. The spokesperson for the Anti-Corruption Department of the Democratic Party, Genta Vangjeli, says that the last tender was worth 1.7 million euros. This contract has the highest value compared to all other contracts registered in the 'Open Procurement' database for procedures of this nature.

"Eco Recycling runs the monopoly of tender procedures with the object of disposal of hospital waste procured by the Ministry of Health and subordinate institutions. A few days ago, in the APP bulletin, no. 14, dated March 25, 2025, the winner's announcement from QSUNT for the sole operator participating in the competition, Eco Recycling, with the object: 'Treatment and disposal of hazardous hospital waste for 24 months (codes 18.01.01, 18.01.03, 18.01.08)', with a bid value of 100% of the limit fund.

Vangjeli highlighted that Eco Riciklim and Arbër Teqja have won 5.6 million euros for public contracts from the Ministry of Health and subordinate institutions.

"According to Spending Data, with Eco Recycling alone, Arbër Teqja has won 5.6 million euros for public contracts from the Ministry of Health and subordinate institutions, including QSUNT where his mother works as deputy director," Vangjeli denounced.

The DP underlines that prosecutors must verify the legality of the conduct of these procedures and the final beneficiaries of this public money.

After a year since the criminal report was filed with SPAK and after several continuous denunciations by the DP, the phenomenon has not stopped. It continues with alleged public competitions while mismanaging public funds.
