Virant touches on the weaknesses of the Civil Service: There are no appointments

OECD/SIGMA Program Manager, Gregor Virant, has touched on the weaknesses of the Civil Service.

Virant emphasized that the public administration does not meet the standards of merit-based recruitment and that trust between ministers and high-level leaders must be functional.

"The first point is the high-level management system in the public administration that we think does not fully meet the standards of merit-based recruitment, we are quite ready to help you redesign it that guarantees both a high level of competence and secondly the trust between ministers and high-level managers, it must be functional. This is an opportunity for you to eliminate the cracks, the mud where the bureaucratic element can enter.
