If you have changed your place of residence, you can renew your driving license at the DRSHTRR where you have your new place of residence or where you were previously equipped.

What you need:

-Identification document (ID card for Albanians, Residence Permit for foreigners + translated passport if necessary)

-Mandate payment for file transfer (1,000 lek)

-Mandate payment for driving license (4,500 lek)

-Medical certificate with photo (not older than 6 months)*

-Original driving license

In case of loss, theft or destruction:

You must file a police report and obtain a duplicate or new license (a medical certificate is required).

In cases of loss, theft or destruction of the driver's license, the applicant must submit proof of the police report and the citizen will immediately be provided with a duplicate (for driver's license issued after 24.01.2017) or a new driver's license (a medical certificate with a photograph is required),

The citizen applies for a driver's license card immediately.

File transfer service (only in cases where the applicant has changed residence). The request for file transfer is made by the citizen, it can be made in both directories, both in the source and in the destination directory.
The fee for the file transfer service is 1,000 lek.
The fee for the service for issuing a driving license is 4,500 lek.

Change of Generalities of the Name/Surname of the Vehicle Driver

If you have changed your name/surname (generalities), you must also reflect these changes on your Driving License.

Required documentation
To change the name/surname (general) on the Driving License, the interested person must appear at the DRSHTRR with these documents:

Identification document with the new surname;
Photocopy of a valid identification document, certified as original with the stamp of the application specialist:
* For Albanian citizens: ID LETTER
** For foreign citizens: RESIDENCE PERMIT and a notarized and translated copy of the passport. In cases where the old model Residence Permit, A4 format, is available, a notarized copy of it is required.

The current Driving License you possess;

Medical certificate with photograph (valid), which proves the health ability to drive a road vehicle.

Service fees

New Driving License - 4,500 lek

File transfer service (only in cases where the applicant has changed residence or performs service at a Regional Directorate other than the one where the Driving License file is located) - 1,000 lekë

If the Driving License will be withdrawn by another person, the citizen fills out a statement during the application authorizing the withdrawal of their license by another person.

Where and when is the new Driving License collected?

The driving license is withdrawn at the service counters of the Regional Directorates where the application was made. In Tirana, the Driving License is withdrawn at the service offices of the former NSHRAK.
In Tirana (service offices in the former NSHRAK), the Driving License is withdrawn within 30 minutes. In other Regional Directorates this procedure may take 3-5 working days./CNA
