Jamarbër Malltezi has reacted to the accusations made against him that he took thousands of square meters of land, but that they were not paid to the state.

He mentioned several arguments that refute the accusations made in Carlo Bollino's article "SPAK also discovers thousands of square meters that the son-in-law and the heirs took and did not pay to the State".

He says that Edi Rama used the land in question to warm the pocket of his media, specifically the owner Carlo Bollino, who received this gift at the painful price of 1 euro.

In response to Karlo Bollino Partizani's article, "SPAK also reveals thousands of square meters that the son-in-law and heirs took and did not pay to the State", dated October 28, 2023, I clarify that:

1. The prosecution did not conduct any expertise on the above statements. In the file, there is no mention of any expert received by the prosecution, who has performed expertise according to the law. As a political prosecutor, it has used the conclusions dictated by Mimi Kodheli and Edi Rama of the control they did in 2013 on the privatization of KP.

This control did not reveal any evidence that there were violations in the process of privatizing the club.

The conclusion on the surfaces, which is mentioned in this control, as it appears from the evidence of the file, is based not on the expert report, much less the official expert report, but on the evaluations made from the review of the documents obtained in the "social" way (p. 97).

2. Privatization surfaces do not assign owners. Neither AKKP, nor the government, nor the ministry designates the owners of the property. The law has defined check and balance mechanisms and the area of ??the property for privatization was determined by the municipality. The municipality of Tirana, directed by Edi Rama, has prepared and confirmed the gentplan according to the office of Urbanism GIS Cadastre. This gentplan defines the location of objects, their surfaces and their type. On the basis of this presented gentplan, which is also the legal footprint of the object to be privatized, the privatization procedures have followed in terms of the area and the confirmed gentplan.

Owners cannot acquire land other than what is designated in the gentplan. The owners have paid and received exactly the land designated by the competent body for gentplanet - Tirana Municipality.

3. In addition to the legal argument, the absurd claim is rejected by the practical argument as well. KP was not privatized by the Begeja family, but by 5 families, who in that area, all together, have 67,000 m2 of property, i.e. much more than the area of ??KP. Their properties are contiguous with each other, with no spaces in between. Wherever they move, they have enough room to fall back on their property.

4. The truth is that in the same area, the owners gave the state thousands of square meters of land to be used for the construction of a gymnasium for the community of 60 thousand inhabitants that did not have one. Edi Rama used this land to warm the pocket of his media, specifically the owner Karlo Bollino, who received this gift at the painful price of 1 euro.
