The Albanian Road Authority announced this Tuesday the opening of the tender for one of the most discussed infrastructure projects known as the Tirana Bypass.

The procedures in the Public Procurement Agency system include two lots of this project, specifically "Construction of Kashar Road - Vaqarr Junction Phase I" with a limit fund of 3.3 billion lek or 33 million euros and "Construction of Kashar Road - Vaqarr Junction Phase II" with a limit fund of 2.7 billion lek or 27 million euros.

The road is expected to be 21 kilometers long, while the speed limit for vehicles will be 120 km/hour, but in some sections with 80 km/hour or 90 km/hour limits. The road has the main axes Kashar-Vaqarr and Vaqarr-Mullet.

The starting point of the Tirana Ring Road (BYpassi) in the Kashar area starts about 500 meters south of the existing “Tirana–Durrës” highway (SH2). This point coincides with the exit of the new “Thumanë–Kashar” junction, which in the approved detailed design (2017) presents a different intersection angle with the existing Tirana–Durrës highway, which was not foreseen in the previous Tirana Ring Road design (2014). Such a change has required the realignment of the Tirana Ring Road by moving it in a westerly direction from km 0+000 to km 2+000, as shown in Figure 4-2 below.

The project is divided into 8 sections.

“Section 1 passes over a high embankment along the flat plain of the Limuthi valley, consisting of poor quality geological formations. This requires strengthening of the road base through the use of suitable fill materials.

Section 2 follows the same route as the previous project and is very similar to Section 1 in terms of topography, geological conditions and built elements. Due to the steeper terrain, a maximum vertical gradient of 5.0% (developed over a length of approximately 100 meters) is applied to this section.

Section 3 of the Tirana Ring Road represents perhaps one of the most difficult sections along its entire route. The road section located near the Kusi reservoir and the surrounding hills (from km 3+500 to km 5+200) is particularly difficult and required careful redesign to achieve a good balance between the geometric parameters of the road design, slope stability, earthworks and construction costs. Section 5 passes through the Erzen River valley, which is crossed twice in four different places. The terrain is mainly flat, with the exception of the area between km 12+800 and 13+000, where two deep V-shaped depressions are located.

The largest developments are mainly observed along the first two kilometers of section 6 (from km 10+500 to km 12+500). The detailed design includes several underpasses and several small local access roads, which provide the necessary access for local residents, businesses, social facilities, etc. The only parking areas along the entire length of the Tirana Ring Road, positioned opposite each other, are located at kilometer 13+900.

Section 7 continues on the right side of the Erzen River. It passes near the river banks, where river protection measures are foreseen in five (5) different areas, with a total length of approximately 2.2 km, shown with a dashed line (cyan color) in Figure 4-7 below.

The last part of the route in Section 7 (from km 18+000 to km 19+500) intersects with the existing regional road (Farkë–Arbanë) and with the old national road SH3 (Tirana–Elbasan). The detailed design of the Tirana Ring Road includes the construction of the necessary underpasses and overpasses at these intersections. The affected segments of the existing roads have been restored and reconfigured in the surrounding areas.

The Tirana Ring Road route in Section 8 passes through the narrow valley of the Farka stream, along the right side of its course. The Farka stream is a tributary of the Erzen river, at kilometer 19+600.

The terrain in Section 8 is almost flat. The current developments in this valley have not changed significantly since the completion of the preliminary design in 2014. As a result, the current route at this stage of the study (detailed design) almost completely follows the trail of the preliminary design, up to the final point of the Tirana Ring Road, at the intersection with the existing Tirana–Elbasan highway (A3), where a new “trumpet”-shaped junction has been designed, the document states./ Monitor Magazine
