Arben Bylyshi, a 55-year-old from Vlora, an immigrant for years in Canada, has asked for the help of the show "Stop" on TV Klan for the mortgage of his house in Vlora.

The apartment in question was provided with a mortgage through legalization in 2012, but by mistake it came out with one floor reflected in the card, and not with two floors, as it actually is. Arbeni says that the legalization of the house was taken care of by his elderly mother, who went to the legalization offices every week for 4 years.

"My name is Arben Bylyshi, I am a citizen of Vlora, but at the moment I am living in Toronto, Canada. I have a two-story apartment for which I paid the land to the state, the two-story lek in the legalizations that were made in 2012. My mother, who is of an old age, dealt with this issue for 2 to 3 years until we got the legalizations. And the Cadastre of Vlora has given us the house for one floor, while we, together with our mother, have paid for the house for two floors," says the informant.

The house mortgage for Arbeni is urgent, since he was diagnosed with a tumor more than a year ago and wants to sell the house in Vlora for treatment in Canada. Arbeni has found buyers, but he can't sell it, since the mortgage came out with one floor.

"I was diagnosed with cancer a year and a half ago, and I am continuing treatment in a hospital where 50% of the expenses are covered by the state and 50% I have to cover myself. Together with my children and my wife we ??agreed to sell the house, to meet the requirements we need here, to pay for the hospitals in Canada. However, the certificate of ownership given to us by the Cadastre of Vlora has opened up problems for us. We also found buyers, two people from Kosovo who would buy our house and we agreed on the price. But when they went there my mother and brother showed them the certificate, they saw the mistake in the ownership certificate. The house did not exist with two floors as we had told them, but it existed with one floor," the whistleblower told the "Stop" show.

The journalist of "Stop" took this case to the Cadastre of Vlora, where we were told that Arbeni's mortgage has been issued with one floor, since the documentation in the file shows that Arbeni applied twice, in 2005 and 2009.

In 2005, his house was one story. In 2012, when the request was reviewed according to the VKM of the time, the request of 2005 was legalized.

According to the managers of the Vlora Cadastre, within a short time from the request of Arben Bylysh's lawyer, the mortgage of the house will be issued with two floors.

Journalist:  I would like briefly how it appears in the Cadastre registers that Mr. Arben Bylyshi has already made in 2005?

"Arben Bylyshi made a self-declaration, which you present to municipalities or administrative units, in 2005, and the form that the gentleman has declared is a flat floor that is the self-declaration. And from the photo you can see the one-story building, and it was equipped in 2012 with the legalization permit. After the permit, he continued with the registration, and then he made this kind of complaint and is expressing himself about his building that has two floors, that in reality it had two floors in that period. But, in that period, the VKM did not allow you to treat it as two floors because in the photos of 2007 it still had one floor, and the self-declaration is one floor," said the head of the Vlora Cadastre.

Journalist:  So the whole procedure is in order?

"In 2013, they were open for every citizen to declare the additional floor, or two floors depending on the changes he made, because the city has until 2015 the part of the image, orthophotos for us to handle the files. But, since the gentleman in question for reasons of health, or for reasons that were not there, probably forgot to make this part of the self-declaration. Since he has forgotten, we will give him the opportunity to make a written request, so that we can deal with the addition to the building that he has left without obtaining the legalization permit," explained the head of the Vlora Cadastre. / tvclan
