The deputy of the DP, Albana Vokshi addressed a series of questions to the head of SPAK Altin Dumani regarding various issues starting from electoral crimes, incinerators, the 5D file, sterilization to understand which are under investigation and at what stage are the investigations.

Albana Vokshi's questions

1. In the 2022 elections, the DP made over 40 complaints about electoral crimes? What is the status? There are only a few months left from the elections and the election crime issues have not yet been investigated. Either you closed them or passed them to the district prosecutors, playing a game of ping pong for powers. You could have opened mainly investigations, based on the DP's denunciations, or the OSCE/ODIHR report.

2. What is the status of the issue of displacement of 1.3 million voters from the electoral lists?? (you closed it and we complained). Only from this displacement, over 200 thousand voters, based on the reports of the Head of the CEC, have been denied the right to vote.

3. PATRONAZIST AND ACTIVIST - why are they not investigated? We have denounced it many times. If you go to the website of the Minister of Education, you will see that even for political posts, all schools share them. Is this a reason to investigate? Yes, the database produced by ANA supplied by ministries and institutions, which holds all personal data that is protected by law and is used by the ruling party to blackmail, threaten and abuse voters.

4. I submitted to SPAK on June 2, 2020 a report about the demolition of the National Theatre. Then many other reports were submitted by the Alliance for the Protection of the Theater. Nothing is known about their fate and more than 4 years have passed. What is the status of the investigation? Why are you silent about the National Theater which collapsed in an unconstitutional and illegal act?

5. What is the status of the investigation of the 4 health concessions? Why was Ilir Beqaj released while he destroyed the evidence every day? Why is the court without abuse of power and not you?

6. Why is it allowed to continue payments to the entities seized by SPAK and the people ordering the payments are not held accountable?

7. In SPAK, citizens are being prosecuted within the framework of criminal groups for ordinary events (cultivation/sale of hashish), a part of which hastened by extreme scarcity... How is it possible that there is no such charge for: the 5D company, the incinerators, for other municipal officials; for concessions in health, when they have functioned as a criminal organization, and it is known that corruption has functioned as a chain in every link?!

8. You have stated in a previous report that the cooperation with the police has stalled because there are officers of the management levels involved in criminal activity according to files received from partners from sky-encro products. Why are these indicted still in office, are they obstructing the investigations, are they given time to hide their assets? Who protects them?

9. Have you ascertained from the files of the partners or your contacts with them that in the sky encro materials there are conversations that incriminate MPs, ministers, municipal governments, justice officials?

10. From the sky encro files, do you have parts of them that reveal the electoral crime in some regions of the country? I remember episodes of wiretapping of the Revansh episode of Metamorfoza where the defendants Pëllumb Gjoka and Bajri talk about the meetings of the political leader Ilir Beqja with the leaders of PS Shkodër and demand that the socialist deputy Luan Harusha send their messages that without them nothing can be done?!

11. You stated that you registered as a criminal proceeding in January 2022 the McGonigal case, the episode related to Albania. There is a DP report of Mr. Bardhi, at what stage are the investigations. For two and a half years, why haven't you seen fit to call Edi Rama to testify?!

12. In the Black Eagle file, where sentences were handed down on June 27 in Brussels, the Belgian and Albanian media published data that an Albanian minister had received a watch as a gift worth 400 thousand euros. You have asked the Belgian authorities to cooperate in order to find out for the Albanian justice who this beneficiary is, since the law does not provide for these gifts neither from persons of the world of crime nor as value?!

STERILIZATION:

a- Why was there no investigation into the way of implementation of the concession?

b- Have you verified the employee lists of the SANISERVICE company? Are they relatives of the employees of Hospital Structures in the country? Are there people who have not yet graduated from school and are paid as directors in this company, with a salary of 2,500 euros?

c- Have you investigated the payments that were made to the GOGEL company of Erion Veliaj's brother from this concession?

d- Has the financial benefit of the Procurement Director of the Ministry of Health been investigated from this concession?

e- Are you aware that employees of this company have opened commercial entities and invoice only the Concessionaire Fictitiously?

f- Has Artan Lleshi been investigated for billing millions through the GAMSERVICE company?

g- Has there been any investigation to track the money circulated by these companies to prove CORRUPTION or are you satisfied with the accusation of abuse of office for a theft that exceeds 100 million euros?

We have requested the establishment of an investigative commission, and within it we have identified violations that SPAK has not identified in 4 years of investigations.

We will bring all this to you officially and we will ask for the reopening of the investigations for all the corruption committed in that contract but also to seize all the fictitious companies and their assets which belong to the citizens of this country.

The head of SPAK, Altin Dumani, decided to answer only the question about electoral crimes, saying that a strategy has been drawn up that will be published in January 2025.

As for the other questions, Duman suggested to make a written request to get more information about the status of the investigations.
