The construction sector in our country is in a vigorous phase of development of buildings and towers in urban areas, but the data of Cens 2023 revealed that a part of housing in buildings, about 40 percent of them in the whole country, is not inhabited. by no one.
According to Cens data, there are 431,000 apartments in buildings across the country, of which 170,264 are empty and over 261,000 were occupied.
Empty housing is an asset of billions of euros that has been frozen in the form of an investment that does not generate income and employment.
Sources from the market claim that a large part of empty apartments are in the big cities of the country and especially in Tirana and Durrës. According to them, the stock of empty housing was created by the emigration of families who did not plan to rent.
While most of the stock belongs to the investments made by individuals inside and outside the country. Often properties bought for investment and not rented out are part of a chain used to launder ill-gotten gains.
As the construction sector is oversupplied for housing, the Land Regulation Council issued permits for the construction of towers up to 100 stories last month.
In contrast, while the supply of housing increases, the country's population is shrinking rapidly from high immigration and declining births. According to Cens 2011 data, the country's population shrank by 14.8 percent or over 400 thousand people.
Moreover, the population structure is rapidly aging. Between 2011 and 2023, the average age of the country's population increased by 7.5 years. An older age population has no interest in investing in real estate.
The 2023 census counted 1,082,529 ordinary dwellings in 2023. Individual houses represented 47.0 percent of these dwellings, while 39.9 percent of them are buildings.
A small category of dwellings are semi-detached dwellings (8.1 percent) and terraced houses (5.0 percent).
From the total number of ordinary dwellings, at the time of the census, 726,325 (67.1 percent) were inhabited dwellings, estimating 32.9 percent of uninhabited ordinary dwellings.
The rate of unoccupied ordinary dwellings ranged from 24.3 per cent for semi-detached dwellings to 39.4 per cent for dwellings in blocks of flats, detached houses and terraced houses were each 29.2 and 29.8 per cent respectively.
In approximately equal percentages, ordinary dwellings were built in the period since 2001 (36.4 percent), and in the 20-year period 1981-2000 (37.5 percent), while about a quarter (26, 1 percent) were built before 1981.
