A citizen tells the show "Stop" on TV Klan that he was going to legalize his house through a relative, but the latter had told him that the Cadastre employees were asking for five million lek, which the citizen gave them.

But while waiting, he had not received any positive response and out of the two responses that came from the cadastre, no file resulted in the citizen's name. At this moment, he asked for the money back, but was unable to get it.

"Two years ago I returned from exile with the intention of legalizing my house, because I had the land with a certificate from the state and it remained with me for many years. When I was in exile, my house remained without being legalized, I found a man from exile, a well-known man. His name is Shaban Tafa. This person took my mother's cousin, through her I got in touch and told me that Shaban should do the papers because he had acquaintances. They told me that five thousand Euros are needed to legalize the house. They told me that they asked me for five thousand Euros, I gave them two thousand and five hundred Euros in hand, initially. This is the period at the end of August 2023. After a month or two passed, I had hopes of going back to exile. I told him 'let me give you the rest of the money and continue working'. I sent him home and told him 'don't give me the money without getting the papers', 'he told me'. In the end, he always told me that "'wait today, wait tomorrow'. I submitted the papers in 2023, several responses came from the cadastre that my name does not exist. For two years I have not received any response about the property, the money has not been returned to me. I ask for your help," said the complainant.

With a hidden camera, Shaban Tafa admits that he received five million old lek, but according to him, legalization is in the process.

Citizen: Did you give money there, or didn't you?

Shaban Tafa: On the 15th, you will receive either the papers or the money.

Citizen: What date is the 15th?

Shaban Tafa: 15, coming soon.

Citizen: About 15, what do you mean? The papers haven't been put in at all. Shaban, did I give you 5 thousand euros, or didn't I?

Shaban Tafa: Yes, yes!

Citizen: Now, why do the papers come white?

Shaban Tafa: On the 15th, money, papers!

Citizen: Okay!

Shaban Tafa: Don't put pressure or excessive pressure on me!

Shabani says that the file has been opened and three million lek has been spent, and if the situation is not resolved, he will return two million lek to the citizen.

After the citizen, the journalist from the show "Stop" met with Shabani, but he initially said that he took the money for the documents and then that he owed him money.

Shaban Tafa: I didn't get it for the property legalization. He gave it to a friend, he has two million lek left and he has to get the property papers. I don't know his bargains. He gave him the lek for the papers, the papers weren't done, he will give him the lek.

Shaban Tafa: I don't care, what's the point?! I helped him, I have my own man.

Journalist: To which people did you give the money?

Shaban Tafa: If he gave me my debt, I will give him the money. I have not given it to anyone, I have the money.

Journalist: You didn't borrow that money from him, you took it with the intention of legalizing his house, right?

Shaban Tafa: I borrowed money from him, I couldn't pay them back... I borrowed money from him and I will pay him back.
