GJKKO decision on "5D"/Këlliçi: They were exempted from

Democratic Party MP Belind Këlliçi has made a statement to the media regarding the 5D scheme.

Referring to today's decision by the Criminal Court of Kosovo regarding the former officials involved in 5D, Këlliçi stated that they were exempted from moral responsibility.

On April 26, 2023, I made the 5D scheme of the Municipality of Tirana public for the first time.  It was like lifting the lid of an institutional coffin and understanding not only corruption, but also organized state decay.

An unheard-of line of theft, where the directors of the Municipality functioned as elements of a structured criminal group, with separate tasks, with synchronized signatures for a single purpose: the extortion of 100% of public money.  Public money obtained through tenders, with building permits and with the state seal.

29 tenders, 30 million euros, 3 building permits, all stuffed into a single 'mouth', opened by the personal signature of the Mayor, Erion Veliaj.  Immediately after the publication, I filed a criminal complaint with SPAK.

The investigation of the Prosecution, under the direction of Prosecutor Klodian Braho, fully substantiated the denunciation and brought the entire leadership chain of the Municipality of Tirana to trial.  For 44 weeks in a row we protested in front of the Municipality for a fundamental and universal principle: the theft of public money cannot be amnestied and the damage must be returned to the citizens.

Today, the Court of Appeal for Organized Crime and Corruption put the lid on it. Not on crime, no! But on justice. On the crushed backs of citizens.  The leaders of the Municipality, except for one, left the hall not as repentant, but as cleansed, as the symbolic sentences of the first instance were overturned.  No prison. No refund. No responsibility.

A file buried with ceremony by a Justice that today produced a puppet of guilt, a second Alqi Bllako, on whom the entire weight of a collective robbery was hung.  All directors of the Municipality of Tirana, with the exception of Mariglen Qato, were saved from criminal liability.

Like incinerators, where 200 million euros were extorted and a single name is to blame, while the system was declared innocent.  This decision did not just close a case, but formalized a doctrine where crime is quietly signed with a pen and the signature for the boss is a criminal bulletproof vest.

From today, every employee knows that he can steal, he can sign, he can extort, because above him there is a safe roof of impunity. Obedience is rewarded.  Even for the most naive, today's judicial decision gave the new justice a boost. Today, the most dangerous message that a state can produce was sent, capitulation to crime dressed in an institutional suit.

The judges took off their robes, took the keys to the safe, handed them over to the government, and immediately told the Albanians: "Don't seek protection from us anymore. Only crime is protected here." Specifically, organized crime and structured criminal groups.
