The Albanian government has appointed an artificial intelligence “minister,” named Diella, to oversee public procurement processes and fight corruption in tenders. This makes Albania the first country in the world to use an AI in a cabinet-level government role.

The sun was introduced by Prime Minister Edi Rama, who claims that AI will help make public procurement “100% free from corruption,” minimizing human influences, bribes, and favoritism in the selection of private contractors.

This initiative is part of the government’s broader efforts to address corruption, which has historically been a major problem in Albania and a major obstacle to the country’s integration into the European Union. Past studies and surveys show that Albania has one of the highest corruption ratings in the Balkans, with a high percentage of citizens reporting pressure and involvement in bribery.

Reactions to the use of AI in governance have been mixed:

Supporters see this step as innovative, enabling more transparent and impartial processes.

Critics and the opposition raise constitutional and practical concerns, arguing that AI cannot replace democratic decision-making and that without strong human control mechanisms, the system could be vulnerable or unaccountable.

At the heart of the debate

The Sun Project is a unique global experiment that extends beyond technology, touching on fundamental themes: democracy, transparency, accountability, and the fight against corruption.

The main criticisms are for the lack of transparency about how AI makes decisions and for the lack of human appeal and control mechanisms for decisions that affect public policy and spending.

However, the Albanian government sees this as a step towards improving trust and competition in public procurement, in a country where corruption has been critically high for decades.
