The Chairman of the Democratic Party, Sali Berisha, participated in the conference of the European People's Party being held in Sarajevo.
During his speech, Berisha described Albania as a country that is "in the emergency room" and in a deep political, institutional and social crisis.
According to him, Albania's fundamental problem remains the lack of free and fair elections, which he described as "a farce documented by international institutions."
He reiterated the demand for a caretaker government that would guarantee a fair electoral process and democratic standards.
The chief democrat warned that the situation could deteriorate into serious clashes if a peaceful solution is not found, emphasizing that "the movement is unstoppable" and that it does not represent just a political force, but a broader civic reaction.
Berisha's full speech:
I think the most fundamental problem of my country is the lack of free elections. The elections are a farce, already documented by international institutions. Therefore, the greatest help would be a caretaker government to guarantee a free and normal electoral process.
But today, as you ask me, my country, Albania, is in the emergency room. It is truly in an 'emergency room'. It is facing protests that have never been seen before. And the way the prime minister is handling them is very cynical, even more than cynical.
My country needs a peaceful and civil solution, avoiding a possible clash that could set the country back many years or in a serious regression. The movement is unstoppable. I tell you this: it is not just a movement of my party, but it is unstoppable.
It is of fundamental importance that this be taken seriously and a peaceful solution be found, with a caretaker government leading the country towards free and fair elections. These are their main demands, including the resignation of the Prime Minister.
But the most important thing is to resolve this crisis in a civilized and peaceful manner, avoiding any clashes that may occur if the government continues to behave in this way, ignoring them or treating them as invalid, etc.

Konferenca në Mal të Zi ishte një ngjarje e rëndësishme. Misioni faktmbledhës i dërguar në Shqipëri ishte po ashtu me shumë rëndësi, dhe kjo konferencë sot, mendoj se është një ndihmë e rëndësishme dhe antidoti më i mirë kundër lodhjes nga zgjerimi. Është shumë e rëndësishme të mbahet gjallë shpresa e kombeve tona për një të ardhme evropiane si e ardhmja më e mirë.
Tani, të dashur miq, ju të nderuar pjesëmarrës në këtë panel jeni njerëz të pushtetit. Unë jam njeri i opozitës, prandaj kërkoj ndjesë nëse do të jem pak i ndryshëm në paraqitjen time. Besoj se çështja më themelore për vendet tona, e cila në një farë mënyre i dëmton në rrugën drejt Bashkimit Evropian, është dobësia dhe mosrespektimi i shtetit të së drejtës.
Nuk ka asgjë më themelore, sipas gjykimit tim modest si ish-Kryeministër, sesa forcimi i shtetit të së drejtës për t’i bërë qytetarët më të lirë. Kuptimi i këtij procesi është që qytetarët e vendeve tona të bëhen më të lirë, më të begatë dhe më të sigurt. Kjo është vërtetuar në qindra miliona europianë që kanë kaluar këtë proces integrimi.
Prandaj, mangësitë në shtetin e së drejtës janë një problem themelor në vendet tona. Por kur flas për shtetin e së drejtës, kam parasysh edhe shtetin ndërkombëtar të së drejtës. Ne jemi vende shumë të pasura me pakica. Dhe kam dy vëzhgime: pakicat në vetvete nuk krijojnë probleme; problemet krijohen ose nga shumicat, ose nga vendet e origjinës.
Ku qëndron shteti i së drejtës? Ekzistojnë konventa evropiane dhe të OKB-së për pakicat, të cilat duhet të respektohen plotësisht. Nëse pakicat në vendet tona gëzojnë atë që parashikojnë këto konventa dhe karta, ato mund të jetojnë si qytetarë të lirë dhe të barabartë në çdo vend. Ato nuk kanë nevojë për ‘dorë të madhe’ apo për ndërhyrje të tjera.
Sipas mendimit tim, respektimi i këtyre konventave duhet të jetë përparësi kryesore për vendet tona.
Vendet tona, nga e kaluara e afërt, jo Shqipëria por disa vende të tjera, kanë pasur probleme dhe trashëgimi të vështira. Por Kroacia dhe Sllovenia kanë pasur gjithashtu. Çfarë u vendos? Në emër të idealeve të integrimit, u vendos që të lihen mënjanë konfliktet dhe të mos eksportohen konfliktet në Bashkimin Evropian. Dhe sot ato janë dy shembuj frymëzues për vendet tona në procesin e integrimit.
Tani më lejoni të jem më specifik për vendin tim. Shqipëria nuk ka probleme me fqinjët, jo, marrëdhëniet janë normale dhe të mira. Kjo është e vërteta. Në Shqipëri nuk ka ndikim të madh rus, jo. Por në Shqipëri ekziston një fuqi e tmerrshme: droga. Në Shqipëri zgjedhjet janë një farsë. Një përfaqësues shumë i respektuar i Parlamentit Evropian, i cili ka vëzhguar zgjedhjet në Shqipëri, deklaroi në Asamblenë tonë parlamentare se në Shqipëri krimi i organizuar nuk lejon rotacionin e pushtetit. Kjo është e vërteta.

And here I go back 50 years, as a young cardiologist. I had the opportunity to take care of ordinary people, prisoners, members of the Politburo. The dictator never asked me to visit him. But what did I see there? I learned that the most important people for the key figures were not the ministers or high-ranking officials, but those who broke bones, who crushed skulls in the secret police and in prisons.
They broke the law, but they did it to maintain power. They knew that everything was done to maintain power. What does a totalitarian dictatorship require? It requires connections with crime to achieve what it cannot obtain through the law. What the law does not allow you as a leader, it obtains through such connections.
That is why today my country is in a serious situation, in an extraordinary civic and youth movement. Although different slogans exist, the essence is the violation of the national and international rule of law. In the Zvërnec area, which is a lagoon, the law, 'Natura 2000' and the EU directives on habitats and birds must be respected. But when you violate everything, you behave like a sultan in a 'promoted sultanate'.
Therefore, my appeal is: look at Albania. Because dictators never make the right decisions. This movement, although not organized by our party, we support it. It is a civic movement, very powerful and must end peacefully, resolving the serious crisis that has engulfed Albania today. /CNA
