The 13-23% tax for freelancers starts today/ 29 thousand businesses will pay 3

The implementation of the progressive tax starts today with tax rates of 15% and 23% for the self-employed, natural persons and traders of services of free professions.

In total, according to the Ministry of Finance and Economy, up to 29 thousand self-employed businesses will be included in the new tax regime. MFE calculates that up to 90% of all businesses (divided according to 3 categories, such as: self-employed, natural persons and traders) are included in the band of annual income up to 14 million ALL per year that will be taxed at a rate of 15%.

On December 22, 2023, the VKM was published in the Official Gazette with the list of free professions services that will be included in the new taxation. Free professions include 26 types of activities divided into 180 professions.

According to the 2024 draft budget report, the estimated effect on the budget is 3 billion ALL more.

The list of free professions included the activities of IT services, accounting, lawyers, education, doctors, real estate, news agencies, employment agencies, sports, tourist operators, etc.

Accountant Sotiraq Dhamo said that the number of free professions involved is small as they are regulated by law, such as: auditors, lawyers, doctors, notaries, accountants, nurses.... Others are simply services provided by individuals. For this reason, according to him, the list contains more services that are provided by individuals.

Dhamo emphasized that the decision with the analytical list of vacant professions should have been published 3 months after the approval of the law. The law was approved in March and the VKM was to be published in July-August 2023 respectively.

According to the analytical list, the new taxation will include categories of activities such as:

Film, video and television program production, sound recording and music production activities;

Information technology services;

Information service activities; Financial services activities, except insurance and pension financing;

Insurance, reinsurance and financing of pension funds, excluding compulsory social insurance; Ancillary financial intermediation activities other than pension insurance and financing;

Real estate activities; Legal and accounting activities; Architectural and engineering activities;

Activities of technical controls and analyses; Publicity and market research; Other professional, scientific and technical activities; Veterinary activities;

Leasing activities; Employment activities; Travel agency, tour operator and other reservation service activities;

Office administration, administrative support and other support activities; Public administration and protection; Compulsory social security;

Education; Health activities; Activities of medical and social care centers;

Social care activities without accommodation; Creative activities; Arts and recreational activities;
