Reconstruction/ MIE: 4,500 apartments have been completed, 125 buildings remain

Reconstruction remains an open program that will most likely go beyond 2024.

Since the launch in 2020 until today, it has been difficult to take stock of the point where we are due to fragmentation in several implementing units but also changes in the transfer of responsibility for this program.

Recently, the Ministry of Infrastructure and Energy responded to a request for information on the progress of this process, giving for the first time the total number of individual units completed throughout the country within this program as well as apartments.

"In the administrative territory of the municipalities affected by the earthquake of November 26, 2019, a total of about 2,250 individual dwellings have been reconstructed by the implementing units, the Albanian Development Fund and local self-government units. The works for the completion of individual dwellings that are in the process of reconstruction continue.

About 125 buildings with residential units (palaces) are in the process of reconstruction and waiting to be completed," says MIE's response.

It remains unclear how many apartments are included in these condominium buildings. The actual expenses for the reconstruction process until the end of December 2023 were 92 billion ALL or about 885 million euros. These expenditures include the financing of the program in 11 municipalities affected in the country by the earthquake of November 26, 2019.

Damage from the disaster of November 26, 2019

The progress of the reconstruction program year after year has been slow, leaving thousands of families still in rental housing. A post-disaster needs assessment report compiled with the help of the United Nations, the World Bank, the European Union and the Council of Ministers revealed in February 2020 published official figures on the damage just before the start of the Donors' Conference. In total, the effect of the disaster was estimated as 6.4% of the Gross Domestic Product (GDP), while the loss was 1.1% of the GDP, which in total brings the figure to 7.5% of the GDP.

"The assessment shows that in total, the effect of the disaster in 11 municipalities is calculated around 985.1 million euros, or 121.21 billion alleks, of which 843 million euros, 103.84 billion alleks, represents the value of physical assets destroyed and 141.2 million euros, 17.37 billion alleks , referring to losses. Most of the damage was recorded in the housing sector (78.5%), followed by the manufacturing sector with 8.4% and education with 7.5%. As for the losses, the highest is calculated in the manufacturing sector with 56.4%, while in housing 24.1% and civil protection and risk reduction, at 9.4%, the report said.

Damage was calculated for several sectors where 11,490 housing units were categorized as completely destroyed or damaged and would need to be rebuilt, while an additional 83,745 housing units were partially or lightly damaged, requiring repair. Overall, 18% of the total housing units were affected. In education, damage was reported in 321 educational institutions in the 11 affected regions, representing 24% of all educational institutions./ Monitor Magazine
