Parliamentary Group Meeting/ SP's scenarios for the new territorial

The government cabinet and the Socialist Party Parliamentary Group held a closed-door meeting today at the Brigades Palace, which lasted for about six hours.

At the meeting, according to reports, the socialist chairman of the Special Commission for Administrative-Territorial Reform, Arbjan Mazniku, presented 4 possible scenarios for the new territorial division of the country.

Mazniku stated that no scenario is the final choice, while he said that the process will go through public consultations, hearings in the territory, and a political document before reaching the legal package.

According to him, each of the scenarios was made with a detailed legal assessment and analysis of compliance with the European Charter of Local Self-Government. 

The territorial division scenarios were as follows:

Functional Consolidation - Small municipalities merge with stronger neighbors, districts remain as the coordinating level. 

Consolidation and Decentralization -  Large municipalities at the level of former districts as the main executive level, while current former municipalities receive city status with a directly elected mayor and council. 

Strengthening the Region -  All municipalities and regions are preserved, but the region is transformed from a coordination level to a real executive level with direct elections, functions are divided according to their nature, not according to the size of the municipality. 

Strategic Regions - Very small municipalities are easily consolidated, counties are simplified, and four strategic regions are added for long-term planning, important infrastructure, and EU funds. /CNA
