Lands that have been allocated under Law 7501 and that prevent significant investments in agriculture and agritourism will be under the responsibility of the state.

So it will be the state that will intervene to resolve any conflict in favor of the investor.

This is what Prime Minister Edi Rama declared today from Bulqiza in the wake of electoral promises.
