KPA upholds decision to dismiss Tirana prosecutor

The Special Appeals Chamber has upheld the dismissal of Tirana prosecutor Armand Gurakuqi.

The KPA thus upheld the decision taken by the KPK.

In April 2023, the Independent Qualification Commission decided to dismiss Prosecutor Gurakuqi from office.

The panel of the Special Appeals Chamber, composed of Natasha Mulaj as presiding judge, Albana Shtylla as rapporteur, Ina Rama, Mimoza Tasi, Sokol Çomo as members, announced the decision on case no. 31/2023, dated 17.07.2023, which concerns the appeal of the re-evaluation subject Armand Gurakuqi against the decision of the Independent Qualification Commission, no. 652, dated 28.04.2023.

At the end of the trial, the panel, based on Article 66, point 1, letter “a” of Law No. 84/2016, “On the temporary re-evaluation of judges and prosecutors in the Republic of Albania”, unanimously decided:

Leaving in force decision no. 652, dated 28.04.2023 of the Independent Qualification Commission, concerning the re-evaluation subject Armand Gurakuqi.

This decision is final and has immediate effect.

It was announced today, in Tirana, on 03.11.2025.
