KLSH: The incinerator received the money the fastest of all the PPPs

There are currently about 15 Public-Private partnership contracts, which are managed by private individuals with state funding. According to the KLSH's research on budget payments to these contracts, it results that the Tirana incinerator concession has the fastest disbursement from budget funds in relation to other contracts.

According to KLSH, for the Tirana landfill concession, it is reported that 70% of the total payments have been paid.

KLSH has referred to the Assembly the need to increase the attention of state institutions and contracting authorities for a studied planning and continuous and careful monitoring of expenses during the implementation of concession contracts.

The regular payments to the incinerator of Tirana, an object that no longer exists, classified for multiple corruption by SPAK, have challenged the laws and above all the morality of governance.

The High State Control also pointed out that payments to concession contracts are getting out of control.

The sterilization concession received funding for the year 2023 in the amount of 1,750 million ALL, 100% of the annual planning, which is expected to increase for the years 2024 and 2025.

From the audit of payments from the beginning of the concession (2016) and until 2023, it results that 97% of the limit fund defined in Annex 1, Chapter IV.1.1 of the concession contract has been spent in a time that is still two years before the contract is closed .

According to the contract, 384 million lek are left from the limit fund for two years at a time when the average annual expenses of the last years are over 1,700 million lek, writes "Monitor" magazine.

According to the data made available by FSDKSH, in relation to the financing of the Concessionary Contract "For the provision of hemodialysis", it was found that payments in the amount of 849 million ALL were made on the basis of the projection according to the regions. For the year 2023, the concessionaire was paid for incomplete service and above the monthly projection for 9,241 cases below the projection and 1,557 cases above the projection, in the total amount of ALL 103.5 million.

For the concession contract of the laboratories, according to the FSDKSH, 1,725 ??million ALL were spent in 2023 (1,719 million ALL presented by the Ministry of Finance, i.e. with a difference of 6 million ALL less), 112 million ALL more than in 2022.

Referring to the data on the expenses incurred and the progress of the medium-term planning of the budget for the financing of this service, it results that its value will go more than the forecast, requiring more commitment of budget funds every year.

From the analysis of the data on the number of examinations and expenses, it appears that there is a tendency for the annual increase of examinations with high fees, compared to those with low fees, writes "Monitor" .
