AKEP approves the regulation for the implementation of the general authorization

The Electronic and Postal Communications Authority, in its meeting yesterday, approved the regulation for the implementation of the general authorization regime.

The newly adopted regulation sets out the regulatory framework for the implementation of the authorization regime regarding electronic networks and services.

The adoption of this regulation determines the procedures for entering and operating in the electronic communications market and also specifies the obligations and rights of entities that provide services.

NOTICE

The Electronic and Postal Communications Authority (AKEP), by Decision of the Steering Council No. 10, dated 31.03.2026, has approved the regulation "On the implementation of the general authorization regime", in accordance with the requirements of Law No. 54/2024 "On Electronic Communications in the Republic of Albania".

This regulation sets out the regulatory framework for the implementation of the general authorisation regime for the provision of electronic communications networks and services in the Republic of Albania, establishing a unified and harmonised approach with European Union standards and the principles of the European Electronic Communications Code (EEC).

Through this act:

the rules and procedures for entering and operating in the electronic communications market are determined;

the rights and obligations of entities that provide networks and/or services are specified;

standardized legal, technical and financial requirements are established for all operators;

Supervisory mechanisms and authority instruments are strengthened to guarantee network security and protect user data.

The document aims to create a stable, transparent and predictable regulatory environment, contributing to the development of a competitive and functional electronic communications market.

The Electronic and Postal Communications Authority invites all interested parties to familiarize themselves with the full content of the regulation published on the institution's official website.

Also, AKEP will organize an information meeting with the participation of electronic communications market operators, where the new requirements, obligations and procedures provided for by this act will be presented in detail, as well as the opportunity to discuss and address issues related to implementation will be offered.
